The VISION Program (Valorization of Innovation and Support to Companies, Organizations and Networks), promoted by the Region of Umbria in the setting of the EU’s Docup Ob. 2 2000-2006 and targeted to innovation, qualification and creation of networks of small and medium Umbrian enterprises, has concluded its activities. The program, which ran from Sept. 2004 to December 2008, brought public and private resources into play for a total of more than 10 million Euros, and involved about 500 companies. Run through a Temporary Association of Companies, comprised of Umbria Innovazione (head), ISRIM and 3A-PTA, the VISION Program fostered the implementation of 111 cluster projects: Umbrian SMEs were called to create, using public co-financing, innovation projects developed in a cluster with other companies, and in cooperation with research centers or other experts. The promotion of cooperation among companies satisfies a priority objective of the European Union, which identifies partnering among companies as a means to overcome an intrinsic weakness of  the continent’s industrial system, namely the small size of companies, which can be a critical element in competing globally. At the Umbrian level, the collaborative model tested under the VISION Program has been a forerunner for future regional calls, and it has been included in the packet of business support actions called Pacchetto Competitività.
